If my recorder specifys 4X speed, can I use 8X speed blank disks to record on?

Yes, sure!
The problem is the way back, i.e. using 4x media when recording 8x.

It will depend on whether your drive firmware recognizes the newer discs. In many cases, for 4X recorders, it will not and then use a default stratagy. Usually this results in a very poor burn. Given that most 16X burners are less than $40 now, and that most 4X media is gone, it is usually a good idea to upgrade.
