Default CPU fan speed at full?

hi i'm very new in this furom and this is also my first post so be friendly xD
anyway my problem is on my CPU fan the speed it spin like 4000 Rpm on 30C to 40C temperature is that normal? i already enable the Silent mode 7 months ago but it seems its not working now, this problem just started 3 days from now the first sign was when i bootup my computer its spin like Mad few seconds later it stoped and it spin again and so on it continued that speed, i remember i use some software called "RegistryBooster 2","SpeedUpMyPC" and "SpyEraser" but i guess thats not the reason why my fan starting at full speed? and sometimes the CPU speed changes its own speed like going to slow and going to fast again i always cleaned up my computer using Dust Blower and it didn't help, heres some of screenshot in my CPU status i hope it helps

Default CPU Fan

CPU fan should run at full speed because it can lower the temperature of the computer. If the speed of cpu fan is slow then your computer can be affected.

The key issue here is that it's not supposed to run at full speed unless the CPU goes hot.

When the CPU fan runs at full speed it's pretty noisy, something not to be desired!
The CPU can easily handle temperatures >60C, so there's no reason to put much effort on cooling when the temp is way below that value.

DBK, I think SpeedUpMyPC might have caused the problem. It's possible that it disabled Silent mode because it uses some tiny fraction of the computer resources when it's active.
Have you made sure it's still (properly installed and) enabled?

Cheers
