Default good cooling solution?

All right, ever since the summer days hit, my computer has been shutting itself off after 10 minutes of playing intensive games. I think I managed to pinpoint the problem. The CPU is running way too hot (BIOS says its 90 C but Speedfan says its in the 60s, either way its still too much). The video card seems fine, temps in ntune and speedfan match. Anyway, I thought I run by my solution and see if it can change the situation.

First, I'm adding a dual PCI slot fan under the video card. It may not be overheating but its better to be safe then sorry. [Vantec SP-FC70-BL 70mm PCI Slot Case Cooler]
Second, I'm replacing the heatsink with this: Artic Cooling Freezer 7 Pro 92mm CPU Cooler and using the Artic Silver 5 Thermal Compound and using Arctic Silver ACN-60ML (2-PC-SET) Thermal Material Remover & Surface Purifier to remove the stock thermal paste and any residue on the CPU left by the old heatsink.
Third, my current heatsink is an Asus and it uses a mounting bracket on the back on the motherboard. Does that mean I gotta take out the motherboard and all that jazz to remove the mounting bracket and install the new heatsink?

What I want to know is this enough to cause a significant temperature drop in the CPU [E6750]?

Yes, I will also be cleaning out any dust and the fans are running. There's a big one in the back and a small one in the front.

What is your complete configuration ?

Have you organized the PSU cables for a better airflow ?

The PSU can cause this overheating too, if itīs under heavy load and/or itīs not a good PSU.

You seem to be on the right track!
Check and make sure you don't have ide cables or PSU wiring blocking the intake of your CPU fan.
If you are not running an overcloked video card there is no need for a fan next to your video card, I would save the 20 bucks.
Another source of heat might be your PSU! If it's an el cheapo' generic PSU, I would swap that out.

You may try just elevating - sometimes it's not the fan at all but rather oxygen...
