1. The Z68 hardware was pretty much finished at the release of the other chipsets. What was missing was the ability to utilise the iGPU and discrete graphics without having to switch outputs.
Intel was working on a solution, but LucidLogix beat them to it.
With Virtu available and functioning there was no further reason for Intel to hold the hardware back, and so it was released.
(Intel licensing Virtu for their own motherboards was thus not the reason for including FDI with the chipset.)
2. The motherboard does not have to have a video connector physically present. It must, however, have everything else related to such a connector there. (Since the connector doesn't have to be in use for Virtu to work those "open" parts of the circuitry don't have to be present.)
This is utilised on a few of Asus' higher end boards that have no video connectors but do support Virtu.
