I must say I expect more from a $55 cooler, and perhaps it is more...

With both fans at full speed, as tested, it's noisier than the stock cooler and as such almost a piece of junk! (It does provide more cooling though, so possibly useful for overclockers that don't mind some noise.)

To me the key issue is how low you can go in noise level and still provide decent cooling.
Use only one of the fans, and run that fan at lower voltages, then we'll see how well this cooler works in the real world...
