I think it's somewhat flawed to state that "more phases are always better".
- More phases do provide less heat, better efficiency and stable output while the CPU draws lots of power.
- Few phases provide better efficiency while the CPU is idle or on light load.
In typical use the CPU is operating at less than 20% load most of the time. A good portion of lower end CPUs also don't draw much power even at full load.
Under those circumstances having only a few phases will be more energy efficient!
