hah! you're not the only ones that had some interesting times with this card. or the 7790.
Since I made my posts here concerning the 7790 vs boost review, I have seen a handful of other reviews getting unusual results. And it doesn't seem it's the 3450 being used here, bottlenecking the graphics card. Since posting, I saw one review using a system using the same processor as this site, a 3450, get results more like most sites with the nvidia card coming out fairly faster.
But I've also seen a couple reviews, and from well-known sites, using i7s, get reviews more like the results of this site, with the 7790 beating the geforce.
Most recently I even saw a review where the 7790 being reviewed could not even beat a 7770 and the reviewer in question mentioned game optimizations of all things.
Personally I blame manufacturer-supplied drivers. Or maybe the card wasn't a good one? Why don't you have another go with a different driver again and test one game and see what happens?
You're not the only ones to come across some strangeness while reviewing either of these new cards. Some of the strange reviews I came across, came from sites that had previously reviewed different brands' models with more consistent results. So you're not the only ones that had a strange review.
