Although the fan itself might be quiet at the very low 850 rpm that is its full speed, it doesn't seem quiet when mounted on the heatsink.
You measured 55 dB(A) which is way above the 41-44 dB(A) recorded for other HSFs at 850 rpm.

One reason this combination is so loud is probably that the fan is angled to the fins, which introduce turbulence. Turbulence is good for cooling but bad for noise and air flow.
The fins also seem to be fairly densely packed, which is also bad when you have such a weak fan.

This heatsink will probably provide excellent cooling if it can be mounted in the proper direction and have the fan replaced with something at least twice as strong. (But it will also be loud!)
