Default Internal connections to I/O

Do the list of internal connectors in mobo specs overlap with the list of panel connectors, USB list, or SATA list

Example specs:
http://www.asrock.com/mb/Intel/Z77%2...Specifications

Are headers on the board already connected to the I/O s (or some of them)

It depends on the manufacturer. On the example you posted, ASRock uses a separate list for the "internal" connectors and for the "external" ones, so the totals are not added up.
