A three pin fan connector isn't the same as no speed control.
On my motherboard (which is a couple of years old now) the CPU fan header is three pin, and control is provided by regulating the voltage. Four pin fans get in trouble there, since they're typically uncomfortable at lower voltages.
Combined with the right motherboard this cooler will thus be less noisy. Still, the fan blade design itself doesn't look very quiet to me, so it probably won't be very noise/cooling efficient anyway.
