Hey this is my build and wanted to know if you all think this is ok before i start to build iv got 1200 to spend

It's generally good, but change the PSU to a Seasonic G-550. It has by far superior build quality, and you don't need 650W for that build (in fact, even 450 would do you).

There is also no advantage in 7 Ultimate over Pro or even Home Premium for most users.

Sorry, I don't mean to hijack your thread. I'm a first time builder too, so this may seem like a newb question, but does that CPU even support 1866 memory?

It will work, but it will just run at whatever the CPU supports. You could drop it back to 1600MHZ, and back to 8GB, though, and you wouldn't find much if any difference in performance.
