Default to much a bad thing?

This is my first time building a new computer and the Question i have is if to much power a bad thing? and whats better a lower watt or high watt. I've been looking at these two power supplies and i dont see any difference other then wattage

oh and one more question i think i know the answer but i just want to make sure im right and i know this is under the wrong part in the forum as well but whats the difference between a disc drive and a disc burner

Too much power isn't going to cause problems, except that it's more expensive than you really need to pay for. The wattage on a power supply is simply the maximum it can handle being drawn from it, so a higher powered unit can handle more powerful Graphics cards (and more of them). As a general rule of thumb, though, 550W is plenty for any single high end graphics card (GTX780, Titan). If you're using a mid-range card (GTX760 or 770 for example), then 450W is enough. For a low end card, (GTX650 or lower), 350W, and 200W for onboard graphics.
