Default CPU temperature research

I was thinking like in the article "Why 99% of PSU reviews are wrong", the PSU needs to be tested at 40 C ambient temperature. So shouldn't CPUs be also benchmarked with 40 C ambient temperature with the stock cooler. Because the place where I live the room temperature does hit 40 C in summer. Can hardwaresecrets benchmark with this condition?

Ideally, yes, however the CPU itself already runs hotter than that (usually).

I know the CPU runs hotter. I want to know how much ambient temperature a CPU can withstand with the stock cooler without performance throttling. I have an Intel CPU and core temps have already exceeded Tcase but still far away from Tjmax and still no performance loss. I don't think the same will be the case with AMD CPUs like FX 8350

Technically, the rationale is correct. However, it is not so easy to review CPUs using this methodology.

At this global warming rate, I think, high room temp reviews are at our doorstep.

Or...
If this situation triggers an ice age, there sure to be complaints about cpus which have a sub zero bug!
