No, it isn't. All FSP Aurum (Active-clamp forward) units (FSP Aurum, Antec EA Platinum, Be Quiet SP E9 Gold) has this CAPZero IC to replace the bleeder resistor. Also Corsair TX Modular, HX1050 and Enermax Platimax 1200/MaxRevo have left solder pad for this IC on the PCB.

Typical FSP: good power supply, lousy capacitors.
