Default Gigabyte Radeon HD 6570

Hello,
I Have Got A 400w PSU From Codegen and can i run the gigabyte radeon hd6570
+12v1 10A
+12v2 14A
So Can i Run it?
2 HDD's
2 Sticks Of 1Gb DDR2 Ram
2 Fans.CPU Fan And Case Fan.
ECS 945-GCT-M2 MotherBoard
CPU:Intel Pentium Dual Core 1.80Ghz

So Can I ?

Yes you can, however i would heartily recommend you to buy a quality PSU, because Codegen is basically sh*t.

I Found A TechnoWare 500W PSU Which Has +12v is 28 Amps Is That Good?

I've never heard of this brand. I wouldn't touch it with a 10-yard pole. You should buy a power supply from brands such as Corsair, XFX, and Seasonic. Avoid these ****ty brands.

is xilence good?

it has +12v1 18A and +12v2 20A its a Dual Rail Xilence SPS-XP500

I wouldn't -- it doesn't have the 80 Plus certification.

okay i found this it is 80+ bronze CORSAIR Builder Series CX500 500W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply
